Allocation Project
Every year, CRT meets during the Winter semester to determine the number
of teachers allocated to each discipline for the following academic year.
It considers the actual enrolments during the current year and
projected registration estimates prepared by the Registrar's Office. Departments are strongly encouraged
to provide feedback on their allocated teaching resources.
The Allocation Project
Teaching resources are allocated to disciplines/departments for:
- Volet I: Teaching (classroom, labs, stage): based on the linear equations for
each program based on the number of hours and students per course and stage (if applicable). We also receive an additional fixed allocation of 5.20 full-time teacher equivalents (FTEs) per year.
- Volet II: Departmental, program and certificate coordination,
participation in program activities, program implementation, evaluation and development.
Resources for chair release are generated at a ratio of 1 per 18 FTEs in volet 1 and we also receive a fixed allocation of 7.00 FTEs per year.
- Volet III: Retraining, research and development, institutional and professional development. We receive a fixed allocation of 1.01 FTEs per year. These can be transfered to other purposes by agreement.
Release time for the JACFA Executive is set in the project (in volet I). 5.2 FTEs are available for additional release. These resources are intended for certain purposes related to the College's strategic plan (program activities, pedagogical development, student success projects, research and development, etc.) but explicitly cannot be added to teaching resources in the classroom.
This project must be agreed to by both parties in CRT: if there is no agreement,
the College proceeds with its proposed project and the union may file a
grievance if it believes that the College is breaching the provisions of the
collective agreement. After the Fall semester course drop deadline, CRT meets
again to consider adjustments to the allocation project for the Winter semester.
Allocation Documents
The project is presented in three documents:
Annex I shows how we are financed by program, semester and course according to the PES formula
(a linear equation based on the number of student-hours per course per week).
In theory, programs as a whole should generate the teaching resources they
need to offer the program. For some programs (i.e. Nursing) where different
types of courses are taught (Nursing lectures, labs and clinical stages,
Biology, Psychology, and Sociology courses) the individual course
figures
may be distorted.
In Annex II, resources are allocated for each course, discipline and department.
There is a bewildering array of column headings (click here for an explanation) that break down the allocation (maximums, by lecture, lab and stage for each course).
In Annex III, the administration presents the total teaching allocation (volet I)
by department and discipline as generated by Clara in Annex II, then what they propose
to give (the Teachers Allocated column). Volets II (Chair and program
release) and III (Other releases) are also presented, as well as the
Column D additional resources (5.2 ETCs). The grand total is in the last column.
